In January of 2016 we purchased a town home that is in a community managed by Targa. The day we moved in we were told by Robert Beatty, of the HOA, our service dog could use the grass behind our building to relieve herself so long as we clean it up. We were never told of any spots she could not go, nor were we told of any specific place TO go. Shortly thereafter we received a "violation" notice in the mail that we could no longer allow or dog to pee or poop on the grass because it was causing unsightly dead spots and there was poop on the ground. We had been dutifully cleaning up the poop. Occasionally we will not have enough bags with us when we go outside and will have have to bring her inside and grab more bags, but we are always back out to pick up the piles. We also pick up piles left by other dogs. There is also a large golden retriever that was often wandering through the grounds that poops behind our building, and dog I believe to be a boxer/rottweiler mix that was often outside unattended. There are three units near us that have their children walk their dogs behind our unit and those children do not pick up after their dogs. We dont mind doing it when we are out there but dont feel its appropriate to take the blame for all of those spots when several other dogs are peeing and pooping there.that our service dog could relieve herself in the grass behind our unit, which seemed to make perfect sense, as wed seen several other dogs being walked there when we toured the unit and when wed lived in a condo in a separate building a the same property in years prior. There were never any signs posted saying dogs could not be walked on the grass, and other residents also walked their dogs on the grass. My partner and I always picked up after service dog as well as the poop of at least three other dogs whose owners were just leaving the mess behind, and one dog who didnt even live on the property but wandered through with a construction crew that was replacing roofing and fencing doing other general repairs at the time. We received a violation notice stating that we were not allowed to let our dog relieve herself on the grass in any common areas and that further use of the grass would result in fines. The notice gave no suggestions of where we could take her, and there are no non common areas--so effectively there are no places where an animal could be relieved. One of the board members from the HOA started repeatedly stopping at our house and demanding information above and beyond what we are required to provide about having a service dog. Her behavior was unethical and unprofessional and we told her as much. She demanded that we provide her with the information she wanted and that we give her the documentation directly so she could send it to Targa. We informed her there was no way that would be happening and that we would be sending only the legally required information to Robert Skirbin. That information was sent to him via email on July 21, 2016 to which Robert replied on the 22nd. On July 22nd immediately after he replied to our email, I emailed him back asking for a reply to my rebuttal to the violation notice regarding the dog situation. He never replied. I sent a third email on July 31, 2016 stating that he had not yet replied to the violation notice I and also stating that I had serious concerns about the structural integrity of our deck railing. I sent photographs of badly rotted slats and informed him that there were missing slats on the end that left gaps large enough for our 3 year old to fall through. No reply. This still has not been addressed. On 8/2/2016 I sent a 4th email stating that since he had not replied I would consider the matter closed and dropped. I also let him know that we had a woman from the HOA stop by and demand more documentation about our service dog and to confirm he had the documents we sent. He never replied In April 2017 I received a violation notice stating we never turned in paperwork for our service dog. 0/10 do not recommend.

Ok cmon now - I was just looking up the mailing address for targa & saw these ratings/reviews and they were so low, and thats not fair. The truth is that it will always be the people who are upset who post reviews, generally people happy, or satisfied are not going to post a review - especially for their rental company - its not a hot new bar or something exciting like that, so you wont hear from the majority of people who are happy with this companys services, but I am a happy customer & I dont have some generic reason. I have been renting the cutest house in world in Tacoma since Jan 2017 that Targa manages this house as well as the 8 apartments behind me. When my invoice for my rent came, the utilities would be on there too & I paid them. Well every other month Tacoma Public Utilities would also send me a bill for the same utilities. But because rent is monthly & TPU bills every 2 months, it took me 4 months (or 2 billing cycles) to realize I was paying these utilities twice. I contacted TPU who would never be at fault, its the city. So I sent copies of all of it to Kate at Targa to try to figure this out. This house had not been rented before me, it was being remodeled the previous year, so they had just grouped me in w/ the other apartments, so it was an honest mistake. It took a little over a month to sort out, but I didnt have to pay rent in the meantime, I was CREDITED the difference back, and NOT charged any late fees, in fact Kate has been incredibly helpful & patient and it is finally sorted out going forward. I HAVE LIVED HERE ALMOST 3 YEARS BEEN THROUGH A FEW MANGERS HERE AT HIDDEN VALE I MUST SAY THE LONGER I START TO STAY HERE THE MORE DISAPPOINTED I AM WITH THEM MAKING MORE CHANGES WITHOUT ASKING TENANTS THEN INCREASING RENT . FOR WHAT I STILL HAVE A STOVE AND DISHWASHER OLDER THEN ME THEN WHEN I ASKED TO HAVE IT REPLACED THEY SAID NO IF ITS NOT BROKEN, THEN THEY CHANGED TO PAY RENT ONLINE ONLY WHAT ABOUT PEOPLE WHO DONT HAVE BANK ACCOUNTS OR DONT HAVE INTERNET OR CAN ONLY AFFORD TO JUST PAY THERE RENT AND NOT THE $37.50 FEE TO PAY ONLINE THROUGH DEBIT OR CREDIT. THERE ARE A TON OF FAMILIES AT HIDDEN VALE WITH KIDS BUT NO PLAY AREA FOR THEM TO PLAY IF YOUR GOING TO INCREASE RENT ADD AMENITIES FOR YOUR TENANTS REPLACING WINDOWS AND NEW SIDING ON THE BLDG IS NICE BUT IT IS STILL UNFINISHED I WONT BE LIVING HERE TOO MUCH LONGER DUE TO THE CHANGES AND NEEDING MORE SPACE THEN WHAT THEY HAVE TO OFFER.

Jim Mayes, aka James Mayes, is nothing but a lying thief. He extorts money from single women by fining them for the smallest things. He does this knowing they wont fight back and have no man in the house to stand up to him. Then he fines people that try to do something about his dirty ways when they find out about what he has done. He will even challenge you to a fight if you question his ways. I have seen it happen.. If you encounter this man. Take him to court right off the bat. Dont even waste your time talking to him or Targa. Open a civil case in court. It is cheap and doesnt require a lawyer. Then Jim and his chronies can answer to a judge, instead of you. Him and Targa discriminate like you wouldnt believe. Take pictures, build a case, present it to the court, thats it. Then Jim gets to talk to the judge, not you or I. Avoid TARGA and JIM MAYES, aka JAMES MAYES at all costs!
